Ultimate Shenron is known as the Dragon of the Universes. He is only exceeded by Super Shenron, and his subordinates are literally every other Eternal Dragon including the likes of Omega Shenron.

Ultimate Shenron is unfeeling and extremely wise, almost to the point of being basically a robot. He does not care for others opinions, nor does he get impatient as easily as other Eternal Dragons. However, unlike the other Eternal Dragons, he will NOT protect the summoners for he does not care about them and will instead allow the killer to get a wish. And unlike the other Eternal Dragons, he will not grant an extra wish no matter what.
Power[]
In terms of Wish granting, he is practically unequaled. He is subordinate only to Super Shenron, and has the capacity to grant any wish. Out of the Hierarchy of the Eternal Dragons, whereas Earth Shenron ranks in the top 50, Ultimate Shenron is the 2nd place.
In terms of Combat Power, he is basically unparalleled. While never actually fighting in the Show, Whis states that Ultimate Shenron is several hundred times stronger than Whis himself.
However, there's a weakness of using Ultimate Shenron. When used, his Dragon balls will be spread across the current Galaxy cluster and has to be brought back together to neutralize itself or else the Galaxy Cluster will self destruct and the balls will move onto another cluster.
