Found in Age 748 by Star Team second-in-command; Jac. The agency is a top secret detachment of the Earth Defense Fighters. The members consist of Yamcha, Tien, Krillin, Chi-Chi, and Launch. Along with a large ensemble of EDF personnel who were not infected by the Black Water mist. Every member has a sacred water chip implanted in their skin, just in case of another mind controlling agent is released in Earth’s atmosphere. The location is hidden from the E.D.F and the U.E.A. Even the Z-Fighters do not know of this location. The main base of The Contingency is called Safe Zone One or S.Z.O. In Age 758 when the Tuffles took over Earth, The Contingency was able to save many civilians as well as some E.D.F personnel from the Tuffle mist. They were the ones to send a distress call to the Z-Fighters.
