The Arbiter (アービタ, Ābita) is a mouth beam used by Cyleria. It is Cyleria's most powerful energy attack. To use it, Cyleria charges up and fires a dark green energy blast at the opponent from her mouth. After hitting them, the energy explodes and covers the opponent partially in the green energy, which does not allow them to move. As it burns the opponent and drains their ki reserves, Cyleria fires a second dark green from her mouth, which incinerates the opponent. This attack was later modified by Cyleria's son, Ledas, into the Adjudicator.
