Director Raily is a human male and a supporting protagonist in the Dragon Ball Galaxy fan-fiction series. He is the first Director of the Earth Defense Fighters. Throughout the series he has provided information and aide to the Star Team as well as the Z-Fighters. He is a non-Ki user but is a expert at using the Advance Armament Suits. He later retires in Age 760 after the Gete Star Event and has chosen General Kendra as his successor.

Raily at times is stoic and serious about his job. Sometimes he complains due to the World Council members making bad calls, or hearing Mercury's Hail Mary plans. He is a natural and dedicated leader. He also uses logic when it comes to planning a mission. He also has a dry sense of humor.
