Oscalpano (オスカルパノ, Osukarupano) is a human native to Central City. In Age 751, he came to be employed by Cardinal. He served as a talent recruiter from then on, hiring many of Cardinal's associates in the coming years. He is a secondary character in the West City Saga of Dragon Ball: Heart of the Dragon.

Oscalpano is a tall, muscular man. He is bald, preferring to wear tan suits and sunglasses almost exclusively. His face is clean-shaven. Oscalpano has a two-inch scar beneath his right eye.
Personality[]
As Cardinal's recruiter, Oscalpano has an excellent ability to read people and quickly judge their potential. He is fanatical about the NRRA's goals, hating aliens to an extreme degree. Oscalpano views their organization as noble for trying to rid the world of aliens for the sake of humankind. He possesses significant self-motivation, always striving for excellence. When Nhobusa and Jia ask him to refrain from attacking Ledas while Cardinal is in a coma, Oscal doesn't listen, thinking that he has to find a way to kill the kid no matter what. Despite Nhobusa outranking Oscalpano, he shows little respect for him because he does not agree with his strategies. Hot-headed and impulsive, Oscalpano nevertheless does what he does because he believes he's working for the good of humanity. He has no moral qualms about killing kids, especially if he thinks they are aliens.

On May 28, Age 774, Oscalpano attended the World Inventors' Awards Ceremony where he watched Dr. Usuba win first prize for a self-immolating doggie poop bag. After the ceremony, Usuba hung around with several contestants, including Dr. Brief (who had submitted an ashless cigarette as his invention) before excusing himself to the bathroom. In there, Oscalpano introduced himself, congratulated him for his win, and offered him a job in SAARO to work on a top-secret project for two months with Ƶ1,650,000 as payment. Usuba asked if the job had anything to do with Majin Buu, but Oscalpano refused to tell him anything until he signed on.
Later, Oscalpano drove back to Cardinal's tower in Central City with Usuba. Oscalpano called Cardinal to tell him he had successfully recruited Dr. Usuba. Usuba asked Cardinal what his mission was. Cardinal told him the aliens who had destroyed East City more than a decade ago were still present on the planet. Usuba revealed he had been in East City at the time, his life being saved only because he was taking soil samples down by the docks. His hatred for the Saiyans was motivation enough for him to help Cardinal going forward. Cardinal indicated that their target, Ledas, was a Saiyan living in West City. He promised to meet the doctor in the lab on the morrow, then hung up. Oscalpano warned Usuba not to tell anyone about his mission or he would break his NDA.
The next day, Dr. Usuba met with Oscalpano, Cardinal, and his New Red Ribbon Army scientists in their tower in Central City. Usuba was in awe at the state-of-the-art lab. Cardinal presented all of their information on the Saiyans to the doctor and asked him to get to work finding a weakness to exploit. Usuba swore he would do everything in his power to find a way to rid Earth of the Saiyan presence.
On May 30, Age 774, a New Red Ribbon Army scientist showed Dr. Usuba and Oscalpano a video of Nappa attacking the Earth's navy. Realizing conventional weapons wouldn't work against the Saiyans, Dr. Usuba speculated they could fight them with poison. Oscalpano reminded him that the aliens' physiology was unknown, and if things went wrong, Ledas could retaliate by destroying a city or two, which Oscalpano didn't want to risk happening. The video switched to Goku and Cell's duel. Oscalpano speculated that Ledas wasn't as strong as either, although he wasn't sure. Usuba instructed Oscalpano to have Jia poison Ledas so they could gauge his response, as even if he were slowed by it, it could provide an opening. He had an idea to use Ledas' own energy against him, though it would take time to create the technology to steal it.
Later, Cardinal, Dr. Usuba, Oscalpano, and several NRRA scientists tested out Usuba's Kiseibachi on a prisoner named Ranmusei. The tiny bots sucked energy from the man, killing him. Usuba noted that Ranmusei had been a semi-finalist in the previous World Martial Arts Tournament. His power was significant for a human. The Kiseibachi dealt with him easily nonetheless. Oscalpano noted that Ledas was far stronger than any human. Usuba assured him that the Kiseibachi's potential was far above what was showcased against Ranmusei. Cardinal agreed, asking Usuba to continue updating the bots. Since poisoning Ledas hadn't worked, these bots were the only remaining weapon they could use against him. He urged Usuba to assume the worst and plan accordingly.
On June 6th, in the New Red Ribbon Army lab, Dr. Usuba sat with two scientists at a table. Several strands of Ledas' hair had been placed on clear plates. Oscalpano monitored a chained-up prisoner in the corner of the room. The tiny Kiseibachi bots sucked out his energy, green balls of ki popping around his body. Dr. Usuba noted that the man's energy wasn't remotely powering up the Kiseibachi, so he commanded them back to the table, ordering them to suck out the residual energy from Ledas' hair. A scientist warned Usuba that they had no means of measuring the alien's power so the Kiseibachi were at risk of overloading. Usuba wasn't worried.
A Kiseibachi stung Ledas' hair, sucking the energy out of it. The bot rose into the air, its lights blinking rapidly before it unexpectedly released a torrent of energy down the table, cutting it in half and punching a hole through the wall. One of the scientists had been vaporized in the blast. Ignoring the dead man, Usuba said he'd adjust the bots' coding to account for such tremendous power. He promised he'd work as fast as he could, although it would likely take a while considering they had tested only a tiny fraction of Ledas' power.
On the night of June 12th, Jia convened with Oscalpano and a man named Nhobusa (Cardinal's second-in-command) in a hospital room in Central City. Cardinal was hooked up to a breathing machine, unconscious. Nhobusa told them their orders were to lay low and wait for Cardinal to wake up. Oscalpano asked how many SAARO employees had survived. Nhobusa told him that they were the only three remaining on the mainland. Five associates and two dozen lower-level employees were stationed in the Crimson Fingers island chain to the south.
Oscalpano wanted to attack Ledas before he had a chance to heal, thinking it was their only chance to kill him. Nhobusa didn't consider that was wise, as they had no means of hurting the boy. Nhobusa said King Furry had appointed a new head of SAARO due to Cardinal's condition, and as such, they no longer had access to government funding in their campaign against the boy. He refused to give Oscalpano access to Cardinal's private accounts to finance further actions against the Saiyan. Jia promised to monitor Ledas without interfering. Oscalpano didn't appreciate that strategy. He suggested they try poisoning Ledas again. Jia reminded him that Ledas had hardly been affected by the paralyzing agent. Her life could be put at risk if they tried poisoning him again. Oscalpano still wanted to try again. Nhobusa warned him that he would be going against Cardinal if he did so. Oscalpano pleaded with them to help him, citing their mission directive at SAARO as preserving Earth at all costs, which they'd only be able to do by killing the Saiyan. Nhobusa told him they had no means of killing Ledas, so he needed to drop it.
A nurse entered the room, quickly leaving after Nhobusa flashed his SAARO badge and asked for privacy. Oscalpano followed her out.
In the early hours of June 16th, Oscalpano snuck into Ryori and Ledas' backyard, entering the gravity training unit. He found Ledas in the rejuvenation tank on the lower deck. He loaded what may have been poison into a syringe gun. From behind, a CLEAN-BOT appeared. Suddenly, it sprayed him in the face with the paralyzing agent Cardinal had given Jia. Oscalpano tried to unholster his pistol and shoot the bot, but he fell to the ground, losing his balance and ability to move. His vision blurred, Oscalpano raised the pistol, shooting randomly, before falling over unconscious.
Jia watched this from a series of camera feeds in her room. She considered texting Nhobusa about what had happened, but deleted the unsent message, thinking better of it. She left her room, ready to spend a long night getting rid of the body.
