General Copper was unseen member of Red Ribbon Army in Dragon Ball, and later he became new leader and scientist of the New Red Ribbon Army.
After defeat of Red Ribbon Army, General Copper turns himself into Biotechnological Type Android with Dr. Gero's help, and started gathering new members in his New Red Ribbon Army. And after Dr. Gero's death, he continued his job to created new, stronger versions of androids with his scientists in his spaceship type lab, which would be strong enough to destroy Dragon Team.

General Copper was so vindictive and holds a strong hatred for Goku due to Goku defeating the entire Red Ribbon Army. But he was also very smart and a charismatic leader, and he was able to persuade people to experiment, even though he sometimes took them forcibly. Copper was also trusts his minions and creations with his life, and he was always proud of his androids. Even though he was sometimes arrogant and hostile, and he was thinking of revenge. However, he didn't underestimate his enemy, and he often had problems in dealing with his problem.

Hikou: The ability to fly without the use of ki.
Energy Absortion: Copper has special pads on his palms that allows him to absorb life-energy from his victims by grabbing them.

Nuclear Bomb: General Copper's Ultimate Attack. A very large energy ball forms in his hand and thrown towards his opponent.
