Commander Black is the commander-in-chief of the most feared and ruthless militaristic terrorist organization: the Black Ribbon Army. He is an extremely soft-spoken and quick-witted Commander, making him a formidable tactician.
He was present during the Earth Defense Fighters raid on Muscle Fortress and fought against Sargent Mercury and Private Jac in an super-powered mechanized suit called the Battle Jacket. He was killed when he attempted to self destructed the suit but was instead vaporized by a combined beam from Mercury and Jac.
